asked the Minister for the Environment if he is aware of the dangers inherent in rubbish skips which are placed unlighted on urban streets at night time; and if he will introduce regulations requiring that such skips be coloured AA yellow and lighted properly.

Traffic and parking controls applicable to Dublin city and county under by-laws made by the Commissioner of the Garda Síochána under the Road Traffic Acts with my consent include a requirement that a container such as a rubbish skip must not be left on a roadway or a footway during lighting up hours unless it is so lighted as to be clearly visible and does not cause danger to road users. I understand that a similar requirement, already included in the Cork (County Borough and County) Traffic and Parking Temporary Rules, 1984, will be a feature of traffic and parking controls which are currently being prepared by the commissioner for other areas in the country. The Deputy's reference to a particular colour is being brought to the Commissioner's attention.
