asked the Minister for the Environment if he favours the introduction of EEC legislation providing for the use of laminated glass windscreens instead of toughened glass on all motor vehicles; if he is aware of contents of an EEC Commission dossier showing the advantages of laminated glass windscreens; and if he will outline his efforts to persuade the German and British governments to withdraw their opposition to such proposals.

I am in favour of the proposed EEC Directive requiring the fitting of laminated windscreens on all new motor vehicles.

I am aware that the EEC Commission circulated an explanatory memorandum with the proposed directive which sets out the results of technical studies and summarises the advantages and disadvantages of laminated windscreens.

During previous discussions on the proposed directive Ireland co-operated with other countries in seeking a consensus of opinion among all the EEC member states in relation to the proposal. The problems involved have not yet been resolved.
