It is not clear what precisely the phrase "the development of natural resources and local manpower skills in the less developed regions" refers to in the context of the activities eligible for ERDF aid. For example much of the development of natural resources in the less developed regions would relate to agriculture and would therefore be more appropriate for aid from the EAGGF, while in the case of the development of manpower skills, aid from the European Social Fund rather than from the ERDF would be involved.
