Mr. Coughlan

asked the Minister for Finance if it is proposed to compensate wine and spirit wholesalers for losses which will be incurred with the introduction of reduced prices for spirits as many of these wholesalers carry large stocks which it will not be possible to sell at the existing prices, pending the reduction on 19 October 1984.

I have reviewed the position about stocks of duty-paid spirits in the hands of the trade and have decided that, to avoid undue hardship to a number of traders, an effective refund of £1 excise per bottle will be made on stocks of duty-paid spirits returned to bond by 4 p.m. on Friday, 19 October. Details of this scheme are being announced today.
