Vol. 353 No. 1

Written Answers. - Social Welfare Benefits.

475.

asked the Minister for Social Welfare when two weeks arrears of maternity benefit will be paid to a person (details supplied) in County Kerry.

The person concerned was entitled to maternity benefit under the scheme for women in employment in respect of the period 20 February 1984 to 26 May 1984. Before the claim could be authorised, it was necessary to make certain inquiries concerning her insurance record. All benefit payable was then issued to her less £84 which was refunded to the Southern Health Board in respect of supplementary welfare allowance paid to her while she was awaiting payment of her maternity claim.

476.

asked the Minister for Social Welfare the reason for the long delay in deciding on the appeal against the decision to discontinue payment of unemployment assistance to a person (details supplied) in County Kerry; and if he will make a statement on the matter.

The person concerned appealed against the disallowance of his unemployment assistance claim on 10 April 1984. The appeals officer also decided that his means derived from the profit from his holding and the capital value of a second home exceeded the statutory limit. He was notified accordingly on 30 May 1984.

He applied again for a review of his means and the case was referred to a social welfare officer for further investigations. Extensive inquiries were recently completed after which a deciding officer assessed him with means in excess of the statutory limit and he was notified accordingly. It is of course open to him to appeal against the latest decision in his case and to have his means determined by an appeals officer. A form for this purpose may be obtained at his local office.

477.

asked the Minister for Social Welfare the present position regarding the appeal against the decision to discontinue payment of unemployment assistance to a person (details supplied) in County Kerry; and if he will make a statement on the matter.

Following a reinvestigation of the unemployment assistance claim of the person concerned, payment was disallowed from 8 February 1984 on the grounds that his means derived from the profit from his holding exceeded the statutory limit. He appealed against the amount of means assessed against him. An appeals officer also assessed him with means exceeding the statutory limit. He has been informed accordingly.

asked the Minister for Social Welfare when arrears of social assistance allowance will be paid to a person (details supplied) in County Kerry; and if he will make a statement on the matter.

A payable order for arrears of the allowance for the period from 12 April 1984 to 5 September 1984, less deductions in respect of maternity allowance paid to her by the Department and of supplementary welfare allowance paid to her by the Southern Health Board during that time, has now been sent to the person concerned.

479.

asked the Minister for Social Welfare when unemployment benefit will be paid to a person (details supplied) in County Limerick.

According to the Department's records, the person concerned does not satisfy the contribution conditions during the contribution period from 6 April 1982 to 5 April 1983 which governs his entitlement to payment of unemployment benefit from 4 September 1984.

The matter of non-payment of contributions by his former employer is being investigated and when the inquiries are completed his entitlement to unemployment benefit will be reviewed in the light of the outcome. In the meantime he has made an application for unemployment assistance and his circumstances are being investigated by a social welfare officer.
