asked the Minister for Health if a person (details supplied) in Dublin 9 is entitled to a medical card as he feels strongly that after paying social insurance contributions for nearly 50 years he is entitled to full cover for his medical expenses.

The determination of eligibility to hold a medical card is a matter for the chief executive officer of the relevant health board and it is not open to me to intervene in their decisions.

However, I understand that the applicant in this case was found on appeal, not to be eligible as his income was in excess of the guidelines for determining eligibility. If any change in circumstances occurs the person concerned should re-apply to the health board at Community Care Area 7, The Health Centre, North Strand, Dublin 1, where the matter will receive immediate attention.
