The arrangements for producers with special difficulties under the super-levy system which I recently announced include provisions which enable new entrants into milk production during the period 1 January 1983 to 21 May 1984 to be given temporary allocations additional to their basic quota entitlement. The temporary allocations will be made each year out of milk that becomes available within co-operatives as a result of reductions in deliveries by other producers below the level of their individual quotas.
