asked the Minister for Industry, Trade, Commerce and Tourism the steps which have been taken in regard to the introduction of the freedom of service directive for non-life insurance; if he has quantified the possible job losses in relation to its introduction broken down between: (a) job losses in the insurance industry and (b) job losses resulting from loss of investment by non-established insurers.

The draft EC directive on freedom of service in non-life insurance is still under discussion at EC Council working party level. Until the final form of many of the basic provisions of the directive are agreed, and the final form and scope of the directive is known, it is not possible to quantify the directive's impact in the manner sought. It should also be realised that the directive provides to Irish insurers the opportunity to engage in similar type business in other member states of the Community and thereby to create new job opportunities.
