asked the Minister for the Environment when the proposes to bring in regulations for exhaust controls to cut car fumes.

The Road Traffic (Construction Equipment and Use of Vehicles) Regulations, 1963, require that mechanically propelled vehicles, including cars, must be constructed, maintained and used, so as to prevent to such extent as is reasonably possible, the emission of smoke, visible vapour, noxious gases and offensive odours. The user or owner of a vehicle which does not comply with these requirements is guilty of an offence. Enforcement of the regulations is a matter for the Garda Síochána.

The Road Traffic (Amendment) Act, 1984, provided for an increase from £50 to £350 in the amount of the maximum penalty for breach of the regulations.

The question of EC-type approval directives relating to exhaust emissions for new vehicles is primarily a matter for the Minister for Industry, Trade, Commerce and Tourism.
