Written Answers. - Dublin Port Hazardous Cargoes.

asked the Minister for Communications if he is aware that a Soviet vessel (details supplied) berthed in Dublin port on 19 January 1985, with a radioactive cargo: that no attempt was made by the port authorities or Dublin Cargo Handling to issue any warning to dockers working the ship; and if he will detail the precautions taken when vessels containing radioactive materials visit Dublin port.

The entry of cargo vessels into Irish ports is matter for the relevant harbour authorities.

I am informed by Dublin Port and Docks Board that the containers for radioactive materials on board the vessel were empty. I am also informed that the containers were in conformity with the international maritime dangerous goods code. The question of issuing a warning did not therefore arise.

The arrangements for dealing with entry of vessels carrying hazardous cargoes into Dublin are as follows :— (a) The relevant ship's agents must notify Dublin Port and Docks Board of hazardous goods on board any vessel at least 24 hours before such vessels enters the port. (b) Before a vessel enters the port the ship's master must also inform the port authority if there are any hazardous goods on board. (c) The port authority's fire protection officers also inspect vessels and their cargoes where necessary to ensure that there is no risk to port personnel.
