Order of Business.

It is proposed to take Nos. 1, 3, 4, 10 and 11. Private Members' Business will be No. 25.

In view of the fact that the Electoral Boundary Commission will be reporting to the Government tomorrow, could I ask the Taoiseach when the Government intend to make their announcements on the changes in the electoral areas affecting local authorities and when he will announce the date of the local elections?

One of the reports may be delayed for a couple of days but the other will be issued on time. The Government will take steps to publish them as rapidly as possible and to indicate their intentions also as soon as possible, by which I mean in a matter of days, because everybody needs to know where we stand. What was the Deputy's other question?

When will the Taoiseach announce the date of the local elections?

That will also be announced in the near future. I will discuss the matter with the Government with a view to announcing it simultaneously with our decision on the recommendations.

Within the next couple of weeks?

It was not possible for the Whips to get together yesterday to discuss the question of giving Government time to a debate on foreign borrowing. Could I ask the Taoiseach to instruct his Whip——

That is not the way to do it.

Control of foreign borrowing is at least as important as the control of bulls for breeding which seems to be a priority with the Government. I hope the Whips can meet today to enable us to have Government time for this discussion.

Deputy O'Kennedy was arguing the opposite point of view a month ago.

I wish to raise on the Adjournment the serious question of the lack of places for post-primary education in the Swords area which has resulted in parents having to queue in the middle of the night to get places——

I will communicate with the Deputy. If he makes his case now he will not require to do so on the Adjournment.

You will not let me speak on the Adjournment; I have not done so once since this session started.

Would the Taoiseach indicate when legislation will be introduced for the much vaunted and much publicised National Development Corporation?

Legislation will be introduced this session.

Could the Taoiseach not be more specific?

There is a veto on it. Group 4 might have something to do with it.

With reference to the breeding of bulls Bill, which is very sensitive and politically explosive, could you indicate whether there is any truth in the rumour that strict instructions have been issued to the Members opposite by Deputy Haughey to ensure that they say or do nothing during the debate which is unbecoming to Fianna Fáil?

Perhaps Deputy Lenihan could clarify the matter.

I should like to raise on the Adjournment the question of the apparent inability of the Garda to cope with the menace of murder on the roads, arising from stolen cars.

I wish to raise on the Adjournment the subject of a Private Notice Question which I tabled yesterday.

Could I ask the Minister for Justice when he will be in a position to introduce legislation dealing with the recommendations relevant to his Department contained in yesterday's report from the Commission on Restrictive Practices?

There is no legislation promised in that regard as far as the Chair knows.
