asked the Taoiseach if he has received any communications from the President of France since the last European Council in respect of what the President has described as a surprise initiative in relation to the European Community.

The answer to the Deputy's question is in the negative.

As I assume from the Taoiseach's reply that he has not received any direct communication from the French President has there been any informal indications of what the French President might have in mind?

No, there has not been. I suppose it would not be a surprise initiative if there had been.

I thought he might have been inclined to give even the Taoiseach some indication of what he had in mind. Will the Taoiseach indicate whether he would have any anticipation that it might have something to do with weighted voting or anything of that kind? While I am on my feet in this connection I should like to ask if the Taoiseach will indicate whether he can provide us with a copy of the Dooge Report about which there has been so much comment recently?

That is a separate question.

No, there has not been any indication. There has been some press speculation as to what the President's initiative might comprise but I cannot give any particular weight to that. After his subsequent meeting with Chancellor Kohl no reference was made to this suggested surprise initiative.

What about the Dooge Report? May we have a copy of the Dooge Report or is it available?

The Dooge Report is to be submitted to the European Council meeting in about ten days' time and it will be published after that.

We will not see it before that?

Not until it is submitted to the European Council who commissioned it.
