Order of Business.

It is proposed to take items Nos. 1, 3, 5, 2, 10 and 11. Private Members' Business shall be No. 25.

On the Order of Business, might I ask the Minister for Energy if he has yet decided to place in the Dáil Library a copy of the agreement between the Government and the Gulf Oil Chevron Company on the Whiddy oil terminal? I made this request in the House some three months ago, when he said he would consider it and come back to me.

I have not actually arrived at a conclusion. Certainly I will communicate with the Deputy either by making a copy available to him or placing the agreement in the Dáil Library.

Might I raise on the Adjournment the subject matter of the decision of the VHI Board to limit the number of visits for persons suffering from the illness of alcholism?

I will communicate with Deputy Andrews.

With your permission, Sir, I wish to raise on the Adjournment the future of Blanchardstown Hospital.

Would the Taoiseach indicate to the House when it is proposed to open the new detention centre on Spike Island? Will he confirm or deny that this may take up to 12 months?

That does not arise on the Order of Business, Deputy.

It is of sufficient national importance, particularly in view of the protest march due to take place in this city this evening and the concern of people——

That is not the Chair's difficulty. The Chair's difficulty is that the Deputy is not complying with Standing Orders.

I should like to ask the Minister for Industry, Trade, Commerce and Tourism if the Government will fulfil the commitment he gave back in June 1984 to Irish Steel——

That does not arise on the Order of Business.

The Minister of State, Deputy E. Collins, said that only one-third of that has not yet been paid over. Are they going to let Irish Steel go down the tube as well?

May I then raise the matter on the Adjournment?

May I ask the Taoiseach when the Government intend to publish the promised legislation in relation to joint ownership of the family home, legislation which was promised during this term and which has not yet been produced?

Legislation is in preparation. I cannot give a precise date of publication.

May I ask the Taoiseach, in the absence of the Minister for Agriculture — in view of the fact that the Minister announced that the EC Commission had completed their examination of the submission of the Government in August 1984——

That cannot be raised on the Order of Business in this way.

——about adjustments to the boundaries of disadvantaged areas under the appropriate EC directive——

That does not arise on the Order of Business.

Would the Taoiseach tell the House if he will publicise the submissions of the Government of August 1984 to the EC Commission in relation to the changes in disadvantaged areas?

Deputy O'Leary will have to find another way of raising that matter.

On a point of order, am I not entitled to ask the Taoiseach or the appropriate Minister if he will publish the submission of the Government——

Not at this time in this way, Deputy.

No, the Deputy is not entitled to raise it in this way.

May I ask the Taoiseach if any legislation will be introduced to deal with the sale of land in view of the fact that the Land Commission have been abolished and that no alternative authority or agency has been set up?

——because the constituency of South Kerry has been completely excluded from changes in the disadvantaged areas. I want to say——

I did not receive an answer to my question about legislation on the sale of land.

The Minister promised legislation to deal with the sale of land. Would the Taoiseach tell the House when this legislation will be introduced?

If legislation was promised — I did not know it had been——

The Deputy says that legislation has been promised concerning the sale of land. If it has been, his question is in order.

I am not aware of that, but I will look into the suggestion made by the Deputy.

I should like to ask the Taoiseach, on the Order of Business, what action he proposes to take against his Minister for Agriculture for his failure, at the present price negotiations in Brussels on behalf of the farmers in regard to the super-levy——
