asked the Minister for Agriculture if responsibility for the control of bovine disease rests with (a) the Land Commission; (b) the veterinary section of his Department; (c) the herd owner or (d) the owner of the herd upon whom mixing has been imposed when herd-mixing which was not controlled by the 30 day test has taken place, or where a lack of control has arisen through the allocation of land by the Irish Land Commission.

My Department have overall responsibility for the bovine disease eradication programme, but each herdowner has a personal obligation to ensure that contact between his cattle and those of his neighbours does not contribute to the spread of disease.
