asked the Minister for Education the reason a grant under the 1984 higher education scheme was refused to a student (details supplied) in County Monaghan.

One of the conditions to be complied with in the case of an applicant for a grant is that the reckonable income be within the relevant limit in the appropriate higher education grants scheme. The income to be reckoned, for the purpose of the means test, in the case of self-employed persons such as arises in the case in question by the Deputy is the total income as accepted by the Revenue Commissioners prior to all deductions and allowances except superannuation contributions. As it is understood that the reckonable income in the case for the year ended 5 April 1984 exceeded the relevant limit in the 1984 scheme (£9,800), the person in question does not qualify for a grant on grounds of means.
