asked the Taoiseach if he agrees with Commission President Delors that economic convergence will be meaningless to the citizens of Europe if the Community does not reverse the terrible rise in unemployment over the next two years; if he considers that there is sufficient determination to adapt competitive structures and redis-cover the path to economic growth; and if he plans to take any initiative in the Council to advance this vital process.

In so far as the question concerns the European Council, I agree with Commission President Delors on the necessity to reverse the rise in unemployment. As regards the second and third parts of the question, again in so far as they relate to the European Council, I would refer the Deputy to the statements I made here in the Dáil on 6 December and 24 April last when reporting on the outcome of the two most recent meetings of the European Council.
