asked the Minister for Justice the reason a person (details supplied) in Dublin 7 continues to receive parking fines for a vehicle which he sold on 15 September 1984, even though the details of this case are known to the Garda.

Limerick East): I am informed by the Garda authorities that the reason the person in question has continued to obtain notices relating to parking fines is known to him and is that, on the information available to the Garda Síochána, statutory requirements relating to the transfer of ownership of the vehicle on the sale of the vehicle have not been complied with and, accordingly, he is still recorded as the registered owner. The onus is on the person concerned to comply with those requirements, as they affect the seller. I am also informed that the person named by the Deputy as the purchaser denies that he purchased the vehicle, a fact which underlines the importance of compliance by the seller with the regulations.
