Written Answers. - Establishment of Joint Labour Committee.

asked the Minister for Labour if, in view of the gross exploitation of women employed by some companies as commercial cleaners, he will undertake to establish forthwith a joint labour committee for this type of employment to serve all areas other than Dublin which is covered by the existing joint labour committee.

Under the Industrial Relations Act, 1946, the power to set up joint labour committees rests with the Labour Court. An application for the establishment of a joint labour committee may be made to the court by: (a) the Minister; (b) a trade union, or (c) any organisation or group of persons claiming to be representative of such workers or of such employers.

The Contract Cleaning (City and County of Dublin) Joint Labour Committee was established in April 1984 for the city and county of Dublin area in response to an application from the Irish Congress of Trade Unions on behalf of a number of trade unions. To date no application has been made to the Labour Court by any trade union or by any organisation representative of relevant workers or employers to have a joint labour committee set up to serve the area outside Dublin city and county. I shall keep the matter under review.
