asked the Minister for Foreign Affairs if he is aware that the agreement between the IIRS and the United States Department of Defense, originally signed on February 11 1983 relating to the supply of components, is due for renewal on 20 May 1985; if there have been any consultations between his Department and the IIRS regarding the possible implications of the agreement for Irish neutrality; and if he will make a statement on the matter.

The Deputy is referring to an agreement for the adoption of common technical specification and certification procedures which was concluded between the IIRS and the United States' Department of Defense in 1983, and which is currently due for renewal. There have been no consultations between my Department and the Department responsible for the IIRS regarding the implications of the agreement for Irish neutrality, because there are no such implications.

The purpose of the agreement in question is to secure access for Irish manufacturers to United States markets where quality standards up to those of the US Department of Defense's "Qualified Products Lists" is essential. The agreement is of an administrative and technical nature and does not involve any defence or military commitments. It is, however, of considerable importance in safeguarding jobs, particularly in the area of advanced technology.
