As between the categories shown the overall effect of the embargo is fairly well spread. Within the categories the numbers of posts not filled in the lower grades are relatively high. It must be borne in mind, however, that the impact of the embargo at any level is affected by many factors such as wastage patterns, age structure, male-female composition and changes in the nature of work and how it is performed.
