asked the Minister for Agriculture if it is his intention to provide special aid to young farmers aged less than 40 years consisting of installation aid and additional investment aid; the qualifications which will be required; when this scheme will be introduced; and if he will make a statement on the matter.

In reply to a question on 7 May, I gave details of the provisions in the new Community structural policy on special aids for young farmers. Pending the finalisation of the scheme to implement the new policy, it is not possible to give details of any aid which may be made available to young farmers.

(Limerick West): Will the Minister agree that the necessary qualification should be the completion of the green certificate course or a similar course such as the 100 hour EC course?

As I pointed out on 7 May in the course of a very lengthy reply, the whole question of the new structure and directive is being examined. We hope to have the examination finalised and the scheme published by 1 October next. It is a very detailed and complicated regulation and it will take all our power to get it out in time. The content of the Deputy's question is one of the components of the new plan.

Will the Minister give us a clear indication, with regard to the special provisions for stamp duty exemption, if a young farmer doing the 100 hour EC course for the green certificate who reaches his 35th birthday during the course is precluded from availing of the exemption?

I will communicate with the Deputy on that point. I do not have the information at my disposal.

I should like the permission of the Chair to raise on the Adjournment the decision of the Government to place a national waste disposal centre at Baldonnel, County Dublin.

I thought Deputy Harney was going to ask a very interesting supplementary question.

The Deputy was racing against the clock.

The centre is to be placed in an area zoned for agricultural development and the Minister should have a special interest in it.
