asked the Minister for the Environment whether in view of the very severe problems relating to on-street car parking in residential areas in Dublin city, especially by heavy commercial vehicles in residential areas, he will introduce by-laws at the earliest possible date to prohibit such parking.

Responsibility for the making of by-laws for the control and regulation of parking on public roads in any area rests, in the first instance, with the Garda Commissioner under section 90 of the Road Traffic Act, 1961. Such by-laws are made by the commissioner after consultation with the local authorities concerned and with my consent.

Traffic and parking by-laws and rules currently in force in Dublin impose a number of controls on the parking of vehicles generally. Dangerous parking is also specifically controlled by section 55 of the Road Traffic Act, 1961, as amended by section 52 of the Road Traffic Act, 1968. The question of further controls relating specifically to the parking of heavy goods vehicles is under consideration by my Department at the commissioner's request.
