asked the Minister for Education (1) the procedures followed by the National College of Art and Design in the appointment of people to part time lecturing posts; (2) if part time lecturing posts are advertised; (3) if the NCAD if obliged to advertise such posts; (4) if applicants for such posts are interviewed; (5) if the NCAD is obliged to interview applicants; (6) if it is proposed to alter or improve in any way the procedures of the appointment of part time staff; (7) if she is satisfied that the NCAD staff appointments procedure for both part time and permanent staff is satisfactorily enabling young Irish people anxious to work with the NCAD; and (8) the ratio of Irish lecturing staff to non-Irish lecturing staff in both permanent and part time employment with the NCAD.

The board of the National College of Art and Design adopted a formal code of practice for the employment of non-wholetime teachers on 27 May 1985. This code of practice requires that part time lecturing posts are publicly advertised and that applicants for such posts undergo a competitive interview. In so far as the question of opportunities for employment of young Irish people are concerned, I have been assured by the Board of the NCEA that all persons who, having applied, satisfy the conditions for appointment to permanent and part time posts are considered for such posts. As regards the ratio of non-Irish lecturing staff in the College, such data is not available in relation to part time staff. In the case of whole time staff, the ratio, based on place of birth, is 2.8:1.
