asked the Minister for Education if she will review the decision of the Corporation of Dublin not to give a higher education grant to a person (details supplied) in Dublin 7.

It is understood that the person in question sat for the leaving certificate examination in 1979 and that accordingly the higher education grants scheme applicable to him is the scheme for 1979.

It is also understood that the person wrote to Dublin Corporation recently seeking a grant but that the corporation did not establish whether the academic and means test requirements of the 1979 scheme would be complied with in his case in view of the fact that the 1979 scheme contains a provision that a candidate who qualifies for a grant may defer the grant for a period exceeding two years only in exceptional circumstances. The corporation did not consider the applicant's circumstances to be exceptional and were not prepared to defer grant for the period 1979-85. If the person considers that he could qualify for a grant under the terms of the higher education grants scheme 1979 and wishes to appeal, on grounds of exceptional circumstances against the corporation's decision not to defer grant in this case, it is open to him to do so.
