asked the Minister for Foreign Affairs if the Government will consider establishing a commission, comprised of internationally experienced and respected individuals, to visit South Africa in order to review at first hand the position in relation to human rights in that country.

The Government have not considered establishing such a commission. The position regarding human rights in South Africa is, regrettably, all too clear and the position of the South African Government and of significant sectors of public opinion, white and non-white, in South Africa was investigated in late August-early September by a mission on behalf of the European Community member states, thus including Ireland, made up of the Foreign Ministers of Luxembourg, Italy and the Netherlands as well as the commissioner responsible for external relations.
