The policy statement of 30 May 1985 indicated that there would be full consultation with staff interests concerned in regard to the arrangements for implementation of the devolution programme. Detailed consultations have been commenced by my Department with the relevant staff interests in relation to the devolution to local authorities of the grant schemes referred to by the Deputy with a view to achieving early progress in the matter.
