asked the Minister for the Environment if it is his intention to refund rates paid by farmers in the year when agricultural rates were declared unconstitutional in view of the fact that many of those who did pay are not liable.

The Supreme Court judgment which invalidated the rating of land by reference to the Valuation Acts did not provide for refunds to be made to those who had paid rates on land. I have no function in regard to the making of rates refunds.
