asked the Minister for the Environment if he will pay a special housing grant to a person (details supplied) in County Kerry to enable him to restore his dwelling house which was completely gutted by fire, at a cost of approximately £12,000 within a few days of the fire in view of the fact that he is married with ten children; and if he will make a statement on the matter.

The statutory regulations governing the 1981 house improvement grants scheme preclude me from paying a grant in this case since the work had started before the house was inspected by the Department's inspector and a reconstruction grant had been paid in respect of the house within the previous ten years.
