asked the Minister for the Environment in view of the large number of people who are experiencing difficulty in meeting loan repayments if he will introduce amendments to the scheme to enable the loans to be restructured along the lines of the Housing Finance Agency scheme; and if he will make a statement on the matter.

It would not be appropriate that the repayment arrangements under the SDA scheme should be income related as is the case with the Housing Finance Agency scheme. Where borrowers under the SDA scheme have difficulties in meeting repayments, it should be possible for them to work out mutually acceptable arrangements with the local authority for the repayment of their loans.
