As I indicated in launching the Green Paper, it is proposed to consult fully with all the interested parties in relation to the various proposals and to consider carefully the views put forward. Following the consultative process, I will put proposals before the Government. I envisage that it will be necessary to bring forward legislation to give effect to the final proposal.
