asked the Minister for the Environment if he is aware of a small development (details supplied) in County Dublin which is in a disgraceful condition and that nothing has been done by the developers to bring it up to an acceptable standard in conformity with the national house building guarantee scheme, and the action, if any, he intends taking in the matter.

My Department's function in relation to the National House Building Guarantee Scheme is to provide a house inspection service on a fee basis when it is requested by a registered builder. The question of bringing a house up to an acceptable standard is a matter for the builders in the first instance. If they fail to meet their obligations under the guarantee scheme, it is a matter for the National House Building Guarantee Company to decide on appropriate action.

Is the Minister satisfied with the working of the National House Building Guarantee Scheme at present, especially as there is no consumer interest involved in its operation even though the consumer pays 0.5 per cent of the purchase price of the house? Does the Minister plan to carry out a review of the scheme? This is very relevant, a Cheann Comhairle, as it is a symptom of what is happening.

This question is confined not alone to an area but to a specific case.

It deals with the National House Building Guarantee Scheme and the question arises out of the way in which the scheme is being applied.

The practice has been not to broaden the scope of questions and that is broadening it very much. I am very sorry, Deputy.
