asked the Minister for the Environment the reason a new house grant has not been paid to persons (details supplied) in County Monaghan; and if he will make a statement on the matter.

A new house grant cannot be paid in this case as the floor area of the house exceeds the statutory limit of 125 sq. m. — 1,346 sq. ft. The manner of calculation of the floor area is set out in paragraph 6 of Memorandum H. A. 1, which is issued to applicants for new house grants. An attic may be disregarded for floor area purposes only if it is undeveloped. One of the factors determining whether an attic space is undeveloped or not is the number and size of windows in the attic. In this case, the number of windows was excessive — two gable-end windows and two dormer windows — and this area had, therefore, to be included as part of the total floor area of the house. Consequently, the overall floor area of the house was in excess of the maximum allowable.
