asked the Minister for Foreign Affairs the progress, if any, which has been made in relation to the establishment of territorial rights in respect of the island of Rockall and surrounding waters under defined international law on such matters.

The Deputy will recall from previous replies to questions relating to Rockall and the maritime areas surrounding our coasts that the delimination of the Continental Shelf, including all issues connected therewith among which are questions relating to Rockall, is to be submitted by agreement between the Irish and British Governments to international arbitration. The arbitration agreement, which is the first step in the matter, has not yet been concluded. However, I am confident that, given the determination of both Governments to achieve a satisfactory outcome, an acceptable agreement will be negotiated.
