asked the Minister for Social Welfare if he will detail the social welfare benefits paid and the deductions made in the case of a person (details supplied) in Dublin 11 since January 1980 to the present date, with particular reference to (a) disability benefit due for April to August 1983, (b) the balance of an overpayment still due and (c) an overpayment due following balancing.

The person concerned claimed disability benefit from 17 March 1980. Payment was issued on her claim from 17 March 1980 to 21 August 1982, at half the single rate of disability benefit as she was in receipt of unmarried mother's allowance. Her unmarried mother's allowance claim was disallowed as she had no child residing with her. An overpayment of £1,463.55 was assessed in respect of unmarried mother's allowance paid from 2 July 1981 to 14 April 1982. Her disability benefit claim was authorised at the full single rate from 2 July 1981. Arrears of disability benefit of £795. 14 in respect of the period from 2 July 1981 to 21 August 1982 were withheld to be offset against the overpayment of unmarried mother allowance, leaving an outstanding overpayment of £668.41.

The overpayment was recovered by deductions of £5 from her weekly disability benefit payments from 23 May 1983 and was recovered in full on 24 November 1985, but because of an administrative error deductions from benefit continued to 1 February 1986.

The matter has now been rectified and all benefit payable to 8 February 1986 has been issued in accordance with medical evidence received. A cheque for £46.59 arrears was issued to her on 30 January 1986.

Her claim for an increase in respect of a child dependant was disallowed on 4 September 1985. She appealed against the decision and she will be notified of the outcome of her appeal in the near future.
