asked the Minister for Education if she will expedite a grant application for a person (details supplied) in Dublin who was originally refused but whose family income circumstances have greatly changed since the original application as it is imperative a decision is made as soon as possible.

The higher education grants scheme is administered by the local authorities (county councils and county borough corporations). It is understood from the local authority administering the scheme in the area of the student concerned that, although the annual rate of gross parental income has decreased in the present financial year, such annual rate still exceeds the relevant income limit prescribed in the grants scheme for 1985. Accordingly, the student continues to be ineligible for a grant on grounds of means.
