asked the Minister for the Environment if he has received a copy of the North-Eastern Regional Development Organisation report; if he is aware of the great work of NERDO in producing this report which for the first time includes a plan for the Border area which has the support of the relevant sections of the EC; that NERDO have now produced an action programme relating to the economic, social and infrastructural development of the north eastern counties of Louth, Monaghan and Cavan; and if he will make a statement on the matter.

A copy of the development strategy for the north-east region covering the period 1983 to 2001 was presented to me in April 1984 and a copy of the action programme dealing with short term objectives was submitted to my Department in October 1985.

My main concern with these proposals relates to the infrastructural programmes of the local authorities for which capital allocations are made available under the public capital programme. The overall allocations for these services up to 1987 are set out in the national plan. My Department recently responded to the North-East Regional Development Organisation indicating, as far as is possible at this stage, the likely progress towards the targets set out in the action programme. When making allocations to the various local authorities I will continue, where appropriate, to have regard to the development strategy for the region.
