Order of Business.

It is proposed to take item No. 4. By agreement, the Dáil shall sit at 10.30 a.m. tomorrow and the business shall be confined to the proceedings on the motion: "That Dáil Éireann reaffirms its confidence in the Taoiseach and the Government". Also by agreement, the following arrangements shall apply for the debate on this motion: the speech of the Taoiseach and of the Leader of the main Opposition Party shall not exceed 45 minutes in each case. The speech of any other Member shall not exceed 30 minutes. The Taoiseach shall be called on at 3.15 tomorrow to complete the debate. If a division is challenged on the motion or on any amendments thereto, the taking of such division shall be postponed until 4 p.m. tomorrow when the question or questions necessary to bring the proceedings to a conclusion shall be put forthwith and successively.

Is it agreed that the Dáil sit tomorrow as stated and are the arrangements for the taking and concluding of item No. 4 agreed? Agreed.

With the permission of the Chair I wish to raise on the Adjournment the threatened closure of the Bawnmore Institute of the Brothers of Charity in Limerick.

In view of the statement last night by the chairman of the Irish Sugar Company regarding its viability, I would ask the Taoiseach to outline the meaning of the Government guarantee for the Tuam Sugar Factory.

It does not arise Deputy.

Could I have permission to raise the matter on the Adjournment?

Will the Taoiseach make a statement to the House on his discussions with the British Prime Minister yesterday about the Sellafield problem?

The Deputy should refer that to the Whips.

May I raise the question of Sellafield on the Adjournment?

I will communicate with the Deputy. I will call on Deputy Frank Cluskey and then I will call Deputy Mac Giolla.

Will the Taoiseach say if I am correct in assuming that the agreement signed on behalf of the Government changing the Treaty of Rome is subject to discussion in the Dáil, for ratification here and, if I am correct, when will the Dáil discuss it?

I have difficulty in hearing the Deputy, would he repeat it?

Does the agreement which to some extent alters the Treaty of Rome——

I had not heard the first bit. Yes, that agreement will come before the Dáil for ratification.

When it has been signed.

It has been signed.

It can only come for ratification when it has been signed by all the parties to it. Not all the parties have signed it and when they do it will, of course, come to the Dáil for ratification.

I wish to raise on the Adjournment the matter of serious cross-Border fraud in the Border area in relation to social welfare claimants.

I wish to raise on the Adjournment the question of the hours of broadcasting of Cork Local Radio.
