asked the Minister for Agriculture the reason the management of co-ops are not allowed to transfer any quotas within their areas which become available rather than having legal leasing arrangements, therefore causing extra expense on those leasing.

Under the Community regulations milk quotas are tied to the land. Accordingly a quota may not be leased or sold unless the land to which the quota is attached is leased or sold. I have laid down that valid legal leasing agreements must be entered into to ensure that adjustment of quotas will occur only where bona fide land transactions have taken place.
