asked the Minister for Labour if he has any plans to introduce legislation controlling (1) the advertising of job vacancies; (2) the recruitment methods, in view of the total unsatisfactory situation at present, especially in relation to the use of box numbers; (3) the problem of confidentiality; and if he will make a statement on the matter.

My Department regulates the operation of employment agencies under the Employment Agency Act, 1971. Regulations made under the Act provide in the case of any notice in a publication published in the State seeking a person for employment outside the State, for the inclusion of the name and address of the employer outside the State or alternatively the name and address of a holder of a licence under the Act acting on his behalf.

In the case of agency notices seeking a person for employment within the State the address may consist of a box number or other accommodation arrangement. This is an unsatisfactory situation and steps are being taken to eliminate the practice by way of amending secondary legislation.

Employers may advertise direct for employees and may decide to use a box number in such instances, possibly in the interest of confidentiality. I have no plans to introduce legislation to change this practice.

It is also relevant to point out that under the Employment Equality Act, 1977, it is unlawful to publish or cause to be published any advertisement for job vacancies which indicates an intention to discriminate on grounds of sex or marital status. In the event of a breach of the law proceedings may be initiated by the Employment Equality Agency.

Finally, I would take this opportunity to encourage employers to notify their vacancies to the National Manpower Service where lists of a wide range of suitably qualified persons are available.
