asked the Minister for Education if, pursuant to EC Directive of 10 June 1985, 85/384/EEC on the mutual recognition of diplomas, certificates and other evidence of formal qualifications in architecture including measures to facilitate the effective exercise of the rights of establishment and freedom to provide services, it is his intention to introduce the regulations referred to in Article 12 of the Directive; and, if so, if it is intended to issue certificates to all Irish nationals who have effectively exercised the activities referred to in Article 1 of the Directive for at least three consecutive years during the five years preceding the issue of such certificate stating that each such Irish national has received authorisation to bear the professional title of architect at the time when the Directive is implemented.

The position about the implementation of the Directive is that it is at present being considered by the various Government Departments who have a responsibility in this context. No decision has yet been taken as to how the requirement arising under Article 12 can best be met in the circumstances obtaining in the profession in this country.
