asked the Minister for the Public Service if he will make a statement on the Civil Service embargo; if he will report to the House on the Department's staff reviews undertaken recently, to decide where flexibility in recruitment will occur in 1986.

The position in relation to the first part of the question is as set out in the reply to a similar question on 13 February 1986. The flexibility which will apply under the new arrangements referred to in that reply will consist of discretion for Departments in relation to the filling or non-filling of particular vacancies, subject to the achievement of the staffing targets determined for them. This flexibility will derive from the setting of staffing targets for Departments and the question of staff reviews in relation to it has not arisen.
