The EC Treaty provides, in Article 189, that a regulation shall be binding in its entirety and directly applicable in all member states. It further provides, in Article 191, that regulations shall be published in the Official Journal of the Community and that they shall enter into force on the date specified in them or, in the absence thereof, on the 20th day following their publication.
