asked the Minister for Labour if he will report on all legislation and directives currently being examined or drafted within his Department and when such legislation will come before the House.

The following is the information sought.

Has passed all Stages in Seanad. Second Stage in Dáil will be resumed in near future.

Safety, Health and Welfare (Offshore Installations) Bill, 1986

Presented to Dáil on 10 March; Second Stage to be taken shortly.

Worker Participation (State Enterprises) Bill

The draft Bill is at present with the parliamentary draftsman. I would hope to be in a position to circulate it soon.

Safety, Health and Welfare at Work Bill, 1986

It is my intention to introduce this Bill in the Dáil as early as possible.

Industrial Training Act (1967) — Amendment

A proposal to amend this Act is currently being considered.

Review of Unfair Dismissal Act, 1977 Review of Maternity Protection of Employees Act, 1981 Review of AntiDiscrimination (Pay) Act, 1974

Following comprehensive reviews of these Acts. proposals for amendment are being considered.

Review of Employment Equality Act, 1977

Industrial Relations Amendment Legislation

Outline proposals for new trade dispute and industrial relations legislation were published in January 1986. On completion of consultations with ICTU and FUE, it is intended to introduce legislation giving effect to these proposals during 1986.

EEC directive amending for the sixth time Directive 76/769/EEC on the approximation of the laws regulations and administrative provisions of the member states relating to restrictions on the marketing and use of certain dangerous substances and preparations

Regulations being drafted to implement this directive by 30.6.1986.

EEC directive adopting to technical progress for the sixth time Council Directive 67/548/EEC on the approximation of laws, regulations and administrative provisions relating to the classification packaging and labelling of dangerous substances.

Regulations being drafted to implement this directive by 1.7.1986.

EEC directive adapting to technical progress Council Directive 79/196/EEC on the approximation of the laws of the member states concerning electrical equipment for use in potentially explosive atmospheres employing certain types of protection.

Regulations being drafted to implement this directive as soon as possible.

EEC Directive Amending Council Directive 84/467/Euratom of 3 September 1984 regarding the basic safety standards for the health protection of the general public and women against the dangers of ionizing radiation.

Regulations being drafted in regard to protection of women (DepartmenEEC directive on the protection of workers from the risks related to exposure to chemical, physical and biological agents at work.

EEC directive on the protection of workers from the risks related to exposure to chemical, physical and biological agents at work.

Regulations are currently being drafted to give effect to this directive.

EEC Directive on Lead EEC Directive on Asbestos

Work is in progress on the preparation of regulations to give effect to these directives.

EEC directive on the major accident hazards of certain industrial activities (the SEVESO Directive).

Regulations are currently being drafted to give effect to this directive.

Draft Declaration Order under the Dangerous Substances Act, 1972.

It is anticipated that the draft declaration order will be received from the parliamentary draftsman's office shortly.

Draft regulations to amend the Dangerous Substances (Conveyance of Scheduled Substances by Road) (Trade or Business) Regulations, 1980. Draft Regulations on Dangerous Substances (European Agreement concerning the International Carriage of Dangerous Goods by Road).

These regulations will be made at the same time as the draft declaration order.

Regulations for testing the flashpoint of petroleum.

Draft regulations are being prepared in the Department and will shortly be submitted to the parliamentary draftsman.

Regulations on Loading, Unloading and Storage of Liquified Petroleum Gas.

Draft regulations have been prepared and will be submitted to the parliamentary draftsman for consideration in the near future.

It is now 3.30 p.m. and we must take questions nominated for priority.

Question No. 18 is in my name. I do not know if the gremlins are working against me but last month I had the same question down and when it came to 3.30 p.m. my question was not answered. The same thing happened today. It is totally unreasonable in the interests of the young people of Wexford that this question is continually left unanswered. I cannot understand how my name is coming out at the bottom of this famous lottery.

I sincerely hope the Deputy is not casting any aspersions on the fairness of the draw. He is welcome to attend, participate in the draw and supervise it at any time. I must draw his attention to the fact that during the last hour I have been urging progress, trying to get on with questions, but I have not succeeded, although we did reasonably well today. This has not been anything like our worst day but——

With due respect, I do not delay the House at Question Time. This is a very important question.

An order of the House is made and if the Deputy is not satisfied with the new system of questions he should take steps to have it changed.

I am not satisfied, and the young people of Wexford certainly are not satisfied.

The Deputy should take this up through his party Whip because I understand it will be considered again in the near future. This is a very big improvement on the procedure which existed previously where the Deputy might wait several months for an answer to his question.

May I withdraw this question and have it put in for next month and hope that my number comes up then?

But higher on the scale.

I will not give any undertaking. I want to make it perfectly clear that I have nothing to do with the manipulation of the draw.

Is that an admission that there is manipulation in the draw?

It is not intended to be but it sounded as if the Deputy was inviting me to organise a manipulation of the draw.
