asked the Minister for Social Welfare if it is his intention to amend the legislation for cases where a person would have less than the 20 paid contributions average to qualify for a contributory pension; and when this announcement will be made.

This is a matter that will be examined in the light of the report of the Commission on Social Welfare which is expected shortly.
