asked the Minister for Labour if it is his intention to amend any of the regulations or workings of the Labour Court following the publication of its Thirty-Eighth Annual Report.

As part of my overall proposals for industrial relations reform, the establishment of a new labour relations commission with a general responsibility for the promotion of good industrial relations as well as a specific responsibility for conciliation, advisory, research and review functions has been proposed. The rights commissioner and equality officer services would be independent units of the proposed commission. The Labour Court would retain their function of investigating and issuing recommendations in disputes and their appellate functions in relation to rights commissioner and equality officer recommendations. A copy of the proposals which were published in January was sent to all Deputies for their information.
