The `Rules and Programme for Secondary Schools' is not published as a Statutory Instrument in accordance with the provisions of the Statutory Instruments Act, 1947, since the Attorney General directed under date of 28 May 1948, that all Statutory Instruments of that class should be exempted from the operation of subsection (1) of section 3 of that Act.
