asked the Minister for the Environment if he will direct local authorities and county registrars that all staff recruited in connection with the forthcoming referendum will be recruited so far as is practicable from the unemployed register.

Statutory responsibility for taking the poll at a referendum, including the employment of staff and the efficient conduct of the poll, rests with the local returning officers. They are not subject to direction as to how they carry out their duties. I have, however, asked them to employ unemployed persons wherever possible at the forthcoming referendum and to contact the National Manpower Service for this purpose.
