asked the Minister for Education if he will explain the two honour and four honour category in regional technical and university colleges.

The basis for the general requirement of a minimum of four grade Cs in higher level papers in the leaving certificate examination for purposes of the higher education grants scheme is to give financial assistance to students who reach a high standard in the leaving certificate but who, because of family financial circumstances, might not be in a position to proceed to a university or other approved third level course of education. The higher education grants scheme is, therefore, based firstly on attainment and secondly on the need for financial assistance. Special consideration is given to students obtaining a grade C or higher level in higher level papers in the subjects Irish and mathematics, and also in science and engineering subjects. The specification of a requirement of a minimum of grade C in two subjects in higher level papers is considered appropriate for the award of third level scholarships by vocational education committees, for attendance at the regional technical colleges and colleges of technology, having regard to the standard of the relevant courses and of the qualifications to be awarded to successful students.
