asked the Minister for Social Welfare the reason disability benefit payments have not been paid to a person (details supplied) in County Tipperary who has been on unemployment benefit from 1983 and was signing at Tipperary employment exchange; when this will be paid; and the amount which will be paid.

The person concerned, who claimed disability benefit from 24 April 1986, was not initially qualified for payment of benefit at the commencement of his claim as according to the records of the Department he had no contributions registered under his RSI number, and details of his last employment and country of last employment had to be verified.

Following inquiries it was established that he had sufficient contributions registered to qualify for benefit at the maximum rate appropriate to a married man. Arrears of benefit payable to 26 June 1986, the date of the latest medical certificate received, amounting to £564.20, were issued to him on 1 July 1986.
