A total of 90 schools were informed that their applications for 1986-87 were not successful but that they could be looked at again in relation to 1987-88 if they so desired.
Section 22 of the document "Ages for Learning — Decisions of Government, May 1985" stated that "development will only occur on a phased basis and will be controlled to do so". The schools approved of for transition year programmes for 1986-87 were selected as being the most suitable on the basis of a list of criteria ranging from the quality of the proposed programmes to the need for geographical diversity.
